What this lesson teaches
I can judge which factors shaped the Second and Third Indochina Wars.
Syllabus 8838, Theme III, Learning Outcomes. evaluate the factors that shaped the development of Cold War conflicts in Southeast Asia
Make a guess
From 1950 France was fighting the Viet Minh in Indochina. How much of France's war costs do you think the USA paid by 1954?
- About a tenth, mostly as food aid.
- Very little, because the USA opposed colonial wars.
- Roughly three-quarters.
Show the answer
Roughly three-quarters.
Washington saw the war as part of containment after 1949, so it paid more and more, and then replaced France after Geneva.
The French defeat in 1954 left Vietnam divided at the 17th parallel, and the USA replaced France as the main Western power.
From 1946, the Viet Minh, led by Ho Chi Minh, fought France for Vietnam's independence. After the communist victory in China in 1949, China supplied the Viet Minh with weapons and advisers. The USA, seeing the war as part of containment, paid an increasing share of France's costs, roughly three-quarters by 1954.
In May 1954 the Viet Minh defeated the French at Dien Bien Phu. At the Geneva Conference, Vietnam was temporarily divided at the 17th parallel. The final declaration said national elections would be held in July 1956 to reunify the country.
The superpowers and China shaped Geneva. China and the USSR pressed the Viet Minh to accept partition, wanting to avoid American intervention and to ease tensions. Ho's movement felt it had been denied the full fruits of victory.
The USA did not sign the final declaration. It created SEATO in September 1954 and backed a non-communist state in the south. Its relations with the two Vietnams were now set: hostility to the communist North and support for the South.
- Dien Bien Phu
- May 1954: French defeat.
- Geneva
- July 1954: division at the 17th parallel; elections promised for July 1956.
- SEATO
- September 1954: US-led alliance in Southeast Asia.
Real examples to use
US aid from 1950
Truman approved aid to the French in May 1950, before the Korean War. By 1954 the USA was paying most of France's war costs.
Siege of Dien Bien Phu, 13 March-7 May 1954
Viet Minh artillery on the hills closed the airstrip, and the garrison surrendered the day before Indochina talks began at Geneva.
No US air strikes, April 1954
Eisenhower declined to bomb the Viet Minh without allies and Congress behind him, which kept the USA out of direct war.
Worked example: How the First Indochina War shaped US relations with the two Vietnams
An H2 question asks for the impact of the First Indochina War.
- Containment: US funding of France made Vietnam a Cold War commitment.
- Geneva: partition created a communist North and a non-communist South.
- Policy: the USA refused to sign, formed SEATO and backed the South.
- Result: the USA inherited France's role and opposed reunification under Ho.
Watch out for this
The Geneva Accords created two permanent Vietnamese states.
The division at the 17th parallel was meant to be temporary, with elections in July 1956 to reunify the country.
Check your understanding
Why did China and the USSR press the Viet Minh to accept partition at Geneva?
- They planned to occupy the south themselves.
- They wanted to avoid American intervention and ease tensions.
- They wanted France to keep the south as a buffer.
Show the answer
They wanted to avoid American intervention and ease tensions.
Right. Both had wider priorities than a complete Viet Minh victory.
