Make a guess

In August 1945 Japan announced its surrender, and French power in Vietnam had already been broken. Who do you think was best placed to fill the gap?

  1. The French colonial government, which took control back as Japan surrendered.
  2. The Viet Minh, which was organised and had wide support.
  3. The Japanese army, which stayed on to rule Vietnam under Allied orders.
Show the answer

The Viet Minh, which was organised and had wide support.

Set up in 1941 and led by communists, the Viet Minh's goal of ending foreign rule won support beyond communists.

The war broke French and then Japanese power in Vietnam, and the Viet Minh was organised enough to use that gap.

Before the Second World War, Vietnam was part of French Indochina, with Laos and Cambodia. During the war, Japan was in control, but French officials still ran daily affairs. In March 1945, Japan removed the French government. This showed how weak French power had become.

Japanese rule seized food and supplies and caused great suffering. It did not give Vietnam self-rule. In August 1945, Japan announced its surrender. Now there was a gap in power, but no agreement on who should fill it.

The Viet Minh was an independence movement set up in 1941. Communists led it, including Ho Chi Minh. Its goal of ending foreign rule won support beyond the communists. It had local groups ready to act fast. Rival Vietnamese movements also existed. The war gave the chance, and the Viet Minh's organisation let it use that chance.

March 1945
Japan removes the French government in Vietnam.
August 1945
Japan announces its surrender.
Viet Minh, 1941
Communist-led independence movement under Ho Chi Minh.

Worked example: From war to a new state

Explain how the war helped the Viet Minh set up a new state in 1945.

  1. Japan removes the French in March, then surrenders in August.
  2. The Viet Minh uses its networks to take over offices.
  3. Ho Chi Minh declares a new state, but France and rivals still challenge it.

Watch out for this

Japan's defeat made all Vietnamese groups accept one government.

Japan's defeat opened a gap. Rival Vietnamese groups and France still competed to fill it.

Check your understanding

Why could the Viet Minh take power in August 1945?

  1. France invited Ho Chi Minh to govern Vietnam until French troops could return.
  2. Japan appointed the Viet Minh as its government before surrendering to the Allies.
  3. Japanese and French power had collapsed, and the Viet Minh was ready to act.
Show the answer

Yes. The war gave the chance, and organisation used it.
