Make a guess
In 1948 the Federation of Malaya replaced the Union. Who do you think was most pleased with it?
- AMCJA-PUTERA, whose demand for wider citizenship for non-Malays was accepted.
- The Malay rulers and UMNO, whose main demands were met.
- Malayans who wanted independence, because Britain promised to leave that year.
Show the answer
The Malay rulers and UMNO, whose main demands were met.
The rulers regained power and citizenship became harder to get, as they wanted. Groups left out of the talks were unhappy.
The 1948 Federation gave the Malay rulers more power again and made citizenship harder to get, but Britain still ruled.
The Federation of Malaya replaced the Union in February 1948. A federation joins several states under one central government, while each state keeps some powers. The rulers got back a stronger role. Citizenship became harder to get than under the Union. Britain still held power. Singapore stayed outside as a separate colony.
The rulers and UMNO got much of what they wanted. But groups left out of the talks were unhappy. AMCJA-PUTERA was a group of Malay and non-Malay parties. It wanted wider citizenship and more say for the people. In 1947, it held a hartal, a shutdown of work and shops in protest.
So the Federation did not settle who belonged or who should hold power. Later leaders still had to win support across communities.
- February 1948
- Federation of Malaya replaces the Union.

Worked example: A compromise can still leave people out
The Federation gives rulers back their authority but makes citizenship harder to get.
- The rulers and UMNO gain what they asked for.
- Groups such as AMCJA-PUTERA are left out and protest with a hartal.
- So the new system solves one conflict but leaves questions about belonging open.
Watch out for this
Malaya became independent when the Federation began in 1948.
The Federation was still under British rule. Independence came in 1957.
