What this lesson teaches

  • I can explain how giving everyone a stake and a fair chance helps people support decisions for society.

Syllabus K230, Issue 1, Guiding Question 3, Principles shaping governance. A stake for everyone, opportunities for all

Make a guess

A town council posts a plan online and asks for comments by email. Do you think every resident now has a fair say?

  1. Yes, and the council should now adopt the most popular suggestions.
  2. Not yet: some may not go online or understand the plan.
  3. Yes, because anyone can send an email if they want to.

Not yet: some may not go online or understand the plan.

Older residents or those who read another language may miss out. Real consultation offers several ways to take part.

People should be able to take part in decisions that affect them and have the chance to develop and use their abilities.

People have a stake when they can shape decisions that affect their lives and feel that their concerns matter. Consultation means asking people for their views before deciding. It can reveal problems planners would otherwise miss. Forward Singapore, a national consultation launched in 2022, gathered views on Singapore's future.

Different groups need a real way to take part, including people who cannot use an online form.

People also need to understand the plan. A simple route map, clear wording or help in their language lets residents see how a transport change would affect their journey. Then they can give an informed comment. This solves a different problem from simply having a way to send a response.

Opportunities for all means removing barriers that stop people taking part or developing their abilities. An open invitation alone may not reach everyone. Explain how a method lets people contribute and how their views can change the decision.

Stake
Being able to shape decisions that affect you.
Consultation
Asking people for their views before deciding.
Example
Forward Singapore national consultation (2022).

Real examples to use

Home ownership

About eight in ten Singapore residents live in HDB flats, and most own their homes. Owning a home gives people a stake in the country's future.

Worked example: Hearing from shopkeepers

A transport team collects online comments about a new bus route and also holds a session near the shops. Shopkeepers raise delivery problems, so the team tests a different loading area.

  1. The in-person session reaches people who may not comment online.
  2. Their feedback leads to a real change.
  3. This gives shopkeepers a stake in the decision.

Watch out for this

Consultation means the government must accept every suggestion.

Consultation means listening and weighing views. Not every suggestion can be adopted.

Check your understanding

Which action best gives residents a stake in a decision?

  1. Asking for online feedback in English and replying to each comment.
  2. Announcing the final decision clearly in the town council newsletter and online.
  3. Holding sessions in person and online, then changing the plan after hearing feedback.
Show the answer
