GP essay question guide

Is law the best way to achieve equality?

Law can remove formal barriers and create remedies. A strong answer also tests enforcement, social attitudes, institutional practice, and unequal starting positions.

Unpack this question first: 'Best' asks you to compare law with other ways, such as education, social norms and money. Say which kind of 'equality' you mean: equal rights, equal treatment or equal outcomes. Lesson: Reading an essay question: terms and scope

Topics: Society and Culture, Politics and Governance, Economics

Three argument directions

Set enforceable rights

Law can define unacceptable discrimination and give affected people a remedy.

Qualification: Access to enforcement may be costly, slow, or uneven.

Change public norms

Legal recognition can signal equal membership and support wider institutional change.

Qualification: A legal change does not ensure social acceptance or equal treatment.

Address unequal starting points

Targeted measures may be needed when neutral rules preserve past disadvantage.

Qualification: Poorly designed preferences can create resentment or ignore other forms of need.

A model paragraph

Our own paragraph for this question. Copy its moves, not its words.

Law is the most reliable way to give people equal rights, but it is not the best way to change how people treat one another. A law sets a clear minimum that applies to everyone and gives victims a remedy. Singapore's Workplace Fairness Act, passed in 2025, protects workers from hiring and firing decisions based on traits such as age, race, religion, sex and disability. Without such a rule, a worker turned away for being pregnant can only hope the employer changes its mind. Yet a law cannot reach the many small choices that decide who gets mentored or promoted, and people may not complain if the process is slow or they fear being seen as troublemakers. Equality needs law as its floor, while schools, employers and public campaigns do the slower work of changing attitudes.

How it is built

  1. Stand: best for rights, not for attitudes, which answers 'best' by comparing.
  2. Case: the Workplace Fairness Act gives a remedy.
  3. Limit and judgement: law misses everyday choices, so it is the floor, not the whole answer.
